Government of India have taken up a flagship programme for construction of rural roads viz. Pradhan Mantri Gram Sadak Yojana (PMGSY), under the Ministry of Rural Development Department. Government of India has nominated National Rural Road Development Agency (NRRDA) as the nodal agency for implementation of PMGSY all over India. In Kerala the Local Self Government (Rural) Department is the nodal department and Kerala State Rural Road Development Agency (KSRRDA) is the nodal agency. The Commissioner for Rural Development is the head of KSRRDA and the Commissioner for Rural Development function as the Member Secretary of the Kerala State Rural Road Development Agency (KSRRDA).

Objective is to provide good all-weather road connectivity to unconnected habitation.
Full central funding, with 50% of the cess of High Speed Diesel being earmarked for this programme.
Execution of the works within a period of 12 months.

A 3-tier Quality Management System.(District Level, State Level – Independent State Quality Monitors, National Level – National Quality Monitors )

PMGSY II starting from 2014 onwards

PMGSY II State Central share, major share is on 60:40 funding pattern between central and state.
