Building for Newly formed Block Panchayats

As per G.O.(P) No. 139/2010/LSGD dated 02-07-2010 and,  G.O.(P) No. 227/2010/LSGD dated 30-09-2010, Government have re-organized the Block Panchayats in the State, inter alia created 6 (Six) Block Panchayats in the State with effect from 01-11-2010. The newly formed Block Panchayats are as follows.

              As per G.O(Rt) No. 1456/12/LSGD dated 28-05-2012, the government have sanctioned for the construction of office building to the newly formed Block Panchayat for a total outlay  of 2 Crore each to Six Block Panchayats.

              Of the Six Block Panchayats, the construction of building for Parappa and Karadukka Block Panchayats have been completed and final payment made.  The details are as follows:-

              An Amount of  4,00,00,000/-  (Rupees Four Crore only) has been earmarked under the Head of Account 2515-00-197-36-01(P) for the construction of building for newly formed Block Panchayats for the financial year 2018-19.

              The present status of the construction of the remaining Block Panchayats building is detailed below:-

(1) Panoor Block Panchayat:-

              The construction work of Block Panchayat building in the final state now and an amount of 1, 11, 97,593/- has already been paid.  The final bill is expected shortly.

(2) Kalikavu Block Panchayat:-

              The structure work of ground and first floor of the building has been completed and an amount of 42, 38,347/- has already been paid.  The work is under progress.  The final bill is expected shortly.

(3) Panamaram Block Panchayat:-

              The construction of the building was delayed due to a complaint to Government against the work.  Now the Government vide letter No. DD2/178/17/LSGD dated 07-02-2018 have permitted to continue the construction.  The Block Panchayat has decided to execute the work through Nirmithi Kendra and the work will be started during the current financial year itself.

(4) Kalliyassery Block Panchayat:-

              Proposal for the construction of Block Panchayat building at Thevam Industrial Estate for an estimated cost of 550 lakh has been submitted to Government for Administrative Sanction.  As the Government have sanctioned 200 lakh each for the construction of newly formed Block Panchayat as per G.O(Rt) No. 1456/12/LSGD dated 28-05-2012, the balance of 350 lakh will be met by the Block Panchayat utilising their plan fund for the year 2018-19, 2019-20 and 2020-21 and own fund.  Government as per letter No. DD2/529/17/LSGD dated 08-07-2018 has instructed that, development fund should not be used for construction of office building.  This office also instructed the same.

3.         Justification for proposing the provision in the State Budget

For the construction of building for newly Block Panchayat, an amount of 400 lakh has been provided in the state budget during the current financial year 2018-19.  Major portion of the work of Kalikavu Block Panchayat has been completed and Panoor Block Panchayat construction is under final stage.  The remaining 2 Block Panchayat have taken necessary steps to start the work for construction of the building during this financial year itself.  The amount proposed is for the construction of building which cannot be completed/started during the financial year.

To construct new building for the newly formed Block Panchayat, which has not completed work during this financial year.
