Extension Training Center (ETC)

 

 

 

                       There are three Extension Training Centers (ETCs) functioning under the Rural Development Department at Kottarakara, Mannuthy and Thaliparamba to train and facilitate Extension Officers, Village Extension Officers, Representatives of Panchayat Raj Institutions, Self Help Groups NGOs and others involved in Rural Development Programmes to enable them to acquire managerial and technical skills.  All the three Extension Training Centers have training facilities to run three batches of training programmes at a time. The existing infrastructure of the Extension Training Centers such as training halls, hostels, training equipments, teaching aids, facilities in the hostel etc. needs maintenance and up gradation.

 

                    This scheme is for providing funds for the conduct of training programmes and for the maintenance and up gradation for the training facilities, hostel facilities and other infrastructure facilities of the Extension Training Centers.

 

        Whether the programme is continuing or new Scheme:

 

                    The scheme is a continuing one.

 

      Justification for proposing the provision in the budget 2019-20

 

                    Rural Development being the largest development programme of the country in terms of its reach, size of financial investment and number of public functionaries associated with its implementation the grass root level functionaries dealing with the programme officials, non-officials, elected representatives, NGO’s, Bankers etc. have to be properly trained.

 

                    The basic objectives of training is the capacity building of the community through community mobilization exercise and the capacity building of the Rural Development and Panchayat Raj functionaries.

 

              The existing infrastructure of the Extension Training Centres such as training halls, office building, hostels, training equipments, teaching aids, facilities in the hostel needs upgradation. So fund is to be provided for conducting various types of training programmes and for the maintenance and up gradation for the training facilities, hostel facilities and other infrastructure facilities of the Extension Training Centers.

 

        Objectives of the programme:

     

                   The objective of the scheme is to upgrade the infrastructure facilities of the 3 Extension Training Centres and for organizing training programmes for officials, PRI representatives, SHGs, NGOs etc. The programme is also intended to develop agricultural activities in the farm areas of 3 ETCs

 

 

The major activities of the scheme are the following

 

    • Preparation of a Calendar of training for each Extension Training Centre.
    • Preparation of an action plan for upgradation of the infrastructure facilities of the Extension Training Centre.
    • Organise training programmes as per the calendar
    • Take up projects for creation/upgradation of infrastructure facilities.

 

     Outcome and Impact of the programme:

 

                  The outcome of the programme will result in training of 15000 persons which enable the participating officials, PRI representatives, SHGs etc. to acquire management and technical skills which would result in positive changes the implementation of Rural Development Programmes.
