National Rurban Mission


        Shyama Prasad Mukherjee Rurban Mission which is wide known as National Rurban Mission is Initiated on September 2015 by Ministry of Rural Development, India.


                 As per mission norms Rurban Clusters had been identified by state. A ‘Rurban cluster’, would be a cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain. Clusters of village would follow administrative convergence units of Gram Panchayats and shall be within a single block/tehsil for administrative convenience. The clusters are planned to develop as smart villages by focusing on economic development, infrastructural support, skill development and promotion of entrepreneurial activity.  

 

     The cluster selection process would be done by the States as per the details outlined below.
     i. Decadal growth in Rural Population.
     ii. Rise in Land Values.
     iii. Decadal growth in Non- Farm Work force participation.
     iv. Percentage Enrolment of girls in secondary schools.
     v. Percentage Households with Bank accounts under Pradhan Mantri Jan Dhan Yojana.
     vi. Performance in Swacch Bharat Mission (Grameen).
     vii. Good Governance Initiatives by Gram Panchayats

          Once the cluster is selected as per the above norms, The Integrated Cluster Action Plan (ICAP) is Prepared based on the Investment requirement estimated and the identification of resources though convergence; the balance amount would be the amount requiring Critical Gap Funding under this Mission. As CGF 30 Crores will be provided to each clusters with share of 60:40 from Central and State Government. Before implementation of projects preparation of Detailed Project Report (DPR) must be prepared and submitted.

          GoI sanctioned four clusters in the year 2016-17(Phase - I), another four clusters in the year 2017-18(Phase - II) and three clusters in the year of 2018 - 2019 (Phase - III). Additionally Pinarayi - Vengad cluster (Phase - III) is sanctioned in August 2018.
